'while' は '〜なのに対して、〜である一方' という用法があり、語順的にその使い方っぽく見えますが、文脈から考えるとここでは普通に '〜している間は' でよさそうです。

感想

自動運転ということで、最近できたのかな？と思いきや、なんと1989年から運行していたとは！しかもその間ずっと無事故だったとは！驚きです。 早く原因究明されると良いですね。

Impression

I thought this train system might be started operating relatively recently because of the word 'self-driving train', but in fact, it started in 1989! Moreover, there has been no incident! That's amazing! I hope the cause will be found soon.
